Phones and cameras record which way you were holding them in an EXIF orientation tag rather than physically rotating the pixels. Most apps honour that tag, but plenty of upload forms, printers, and older programs ignore it, which is why a photo that looked fine on your phone suddenly appears rotated elsewhere. Rotating the actual pixels here produces a file that displays correctly everywhere, regardless of whether the reader understands EXIF.

Rotating by anything other than a multiple of 90° turns a rectangle into a diamond, and the canvas has to fill the four triangular gaps left behind. You can pick white, black, or transparent for those areas. Transparency requires exporting as PNG or WebP, since JPG has no alpha channel and would render them as solid colour.
Rotating by 90° or 180° is a straight pixel rearrangement, so quality is preserved apart from the usual re-encoding. Rotating by an arbitrary angle requires resampling every pixel, which softens the image very slightly — exporting as PNG, or as JPG at high quality, keeps that to a minimum.
